as mentioned on discord. keybinds should show shift+scroll for camera. keybinds also dont properly update when trying to set the keybind to shift+scroll manually

additionally there is no setting for base scroll to be hotbar up/down, which would be nice to change

Fixed the incorrect presentation in the binds menu and added a toggle to controls to toggle default scroll behavior.
